The Willsboro Town Clerk's Office serves as the central hub for many of the Town's essential services and is often the first point of contact for residents. The office is responsible for maintaining official Town records, issuing licenses and permits, collecting payments, and providing information and assistance to the public.

Certified copies of birth, death and marriage certificates are available for $10.00 fee per copy. The following are links to printable request forms (PDF format).

Marriage License

Marriage License

A couple who plans to be married in New York state must apply in person for a marriage license. The application for a license must be signed by both parties in the presence of the clerk. A representative cannot apply for the license on behalf of the couple.

When should you apply to get your license?

Marriage licenses are issued right away but the ceremony cannot take place until 24 hours after application. A license is valid for 60 days, beginning the day it is issued.

How much does a license cost?

A marriage license costs $40.00 which may be paid by check or cash. Additional certificates of marriage may be obtained for $10.00 a copy.

What do I need to Bring ?

A birth certificate, baptismal record, or naturalization record and a driver’s license, passport, employment ID, or immigration record must be provided to obtain a marriage license. Divorce papers or death certificates are also needed if applicable.

Dog License

Dog License

In the Town of Willsboro, all Dogs must be registered and licensed with the Town Clerk.

A current rabies vaccination certificate is required.

Licenses must be renewed annually.

$6.00 for spayed/neutered

$12  for unaltered dogs

You will need:

  1. Proof from the veterinarian of spayed or neutered, unless proof is already on file.

  2. Proof of rabies vaccination signed by a licensed veterinarian.

  3. Check or cash for the appropriate license fee.

Please visit the Town Hall during business hours to obtain a dog license.

Transfer Station

Transfer Station

The Willsboro-Essex Transfer Station is located at 2476 Route 22, due west of the hamlet of Essex.

It is open from 8am - 4pm every Monday, Wednesday and Saturday.

Ticket Prices:

  • $32 for 20 punches

General Info:

  • Car Tires without rims = 8 punches

  • Car Tires with rims = 10 punches

  • No C&D material (Construction & Debris). Please take your C&D to Serkil in Lewis

  • ALL garbage MUST be in a garbage bag and not delivered loosely. Loose garbage will not be accepted.

Please consult the Essex Town Calendar to find out if the Transfer Station is open on a particular holiday.

We accept a wide variety of trash and recycling. Transfer Station tickets must be obtained from the Town Clerk (cash or check) or from the Transfer Station Manager (check only) in order to utilize our services.

Additionally, we accept all clean paper, boxboard, cardboard, magazines, newspapers, #2 clear plastic, aluminum, glass and metal at no charge. The Transfer Station contracts with Essex County to haul our refuse. We currently use Serkil LLC (Lewis, NY) to handle our recycling and Moore Recycling (Keeseville, NY) to handle our scrap metal recycling. EWaste+ handles our electronics recycling.

Handicap vehicle tags are available from the Town Clerk. 

Tax collection

Tax Collector, Sue Thompson

Real Property Taxes are collected by the tax collector.

Tax bills are mailed out at the end of December each year.  Collection of taxes runs from January 1st to April 30th.

Tax bills are sent to the address that is on file with Essex County. If you need to change your address on file with the county please fill out the Change of address form.

Application for Change of Address

Payments are due in full on or before the January 31st.

4 payment plans are available which include interest. Please call the Tax collector at (518) 963-8668 ext 1 or email at townclerk@townofwillsborony.gov for more information. Four pay plans must be set up before the end of January. These are pre-set amounts dictated by Essex county. They must be paid exactly.

Payments can be made in person at the Town Hall during business hours or put in the secure drop box. Taxes not paid will be turned over to the county April 30th.
